Avaliação do uso da tecnologia VANTs na logística humanitária e seu impacto no lead time: um estudo comparativo das enchentes no Rio Grande do Sul.

Abstract

O presente trabalho tem como objetivo analisar o uso dos Veículos Aéreos Não Tripulados (VANTs) na logística humanitária e seu impacto na redução do lead time em operações emergenciais, como desastres naturais, com foco nas enchentes ocorridas no estado do Rio Grande do Sul, em 2024. A pesquisa foi desenvolvida por meio de um estudo de caso comparativo entre cenários semelhantes, com e sem o uso dessa tecnologia. Para isso, foi realizada uma pesquisa de caráter descritivo e de abordagem qualitativa, fundamentada em revisão bibliográfica. Os resultados evidenciam que a utilização dos VANTs proporcionou maior agilidade no mapeamento das áreas afetadas pelas enchentes, na entrega de suprimentos e na coleta de dados em tempo real, o que contribuiu para a agilidade das ações de resposta. Observou-se ainda que o uso dessa tecnologia reduziu de forma significativa o tempo de resposta e aumentou a precisão das informações em regiões de difícil acesso. Com isso, foram identificados desafios como a ausência de regulamentação específica e escassez de profissionais para operar esses equipamentos em situações emergenciais. Conclui-se que a integração dos VANTs à logística humanitária representa um avanço estratégico, capaz de otimizar recursos, fortalecer a gestão de emergências e favorecer operações mais sustentáveis e assertivas diante do aumento dos desastres naturais no Brasil.This study aims to analyze the use of Unmanned Aerial Vehicles (UAVs) in humanitar- ian logistics and their impact on reducing lead time in emergency operations, such as natural disasters, with a focus on the floods that occurred in the state of Rio Grande do Sul, Brazil, in 2024. The research was developed through a comparative case study between similar scenarios, with and without the use of this technology. To this end, a descriptive and qualitative study was conducted, based on a bibliographic review. The results show that the use of UAVs provided greater agility in mapping the affected areas, delivering supplies, and collecting real-time data, thus contributing to the effi- ciency of response actions. It was also observed that the use of this technology signif- icantly reduced response time and increased the accuracy of information in regions with difficult access. Furthermore, challenges were identified, such as the lack of spe- cific regulations and the shortage of trained professionals to operate these devices in emergency situations. It is concluded that the integration of UAVs into humanitarian logistics represents a strategic advancement capable of optimizing resources, strengthening emergency management, and promoting more sustainable and effective operations in the face of the increasing number of natural disasters in Brazil.
