Estudo comparativo do padrão de gestão ambiental municipal relacionado ao Programa Município VerdeAzul.

Abstract

O Programa Município VerdeAzul é uma eficiente iniciativa estatal de descentralização da gestão ambiental em São Paulo, vigente desde 2007 para todos os municípios paulistas. Sua estrutura se baseia no desenvolvimento sustentável regional, a partir da construção de diretivas ambientais, em sua avaliação e na premiação dos municípios mais bem colocados no ranking do Programa. Este respectivo projeto é regulamentado através de Resoluções periódicas, desta forma, o presente estudo pretende apontar as principais distinções entre a SIMA n°81 de 2021 e SIMA n°117 de 2022 (suas últimas versões) e propor discussões sobre as variantes que perpassam o conceito de municipalização do mesmo, com enfoque nas diretivas de GESTÃO DAS ÁGUAS (GA) e ESGOTO TRATADO (ET).The Município VerdeAzul Program (Green-Blue Municipality) is an efficient state initiative to decentralize environmental management in São Paulo, in force since 2007 for all municipalities in São Paulo. Its structure is based on regional sustainable development, based on the construction of environmental directives, their evaluation and the awarding of the best placed municipalities in the Program's ranking. This respective project is regulated through periodic Resolutions, thus, the present study aims to point out the main distinctions between SIMA n°81 of 2021 and SIMA n°117 of 2022 (its latest versions) and propose discussions about the variants that permeate the concept of municipalization of the same, focusing on the WATER MANAGEMENT (WM) and TREATED SEWAGE (TS) directives.
